Basic Constitutional Framework

Our goal with this endeavour is to create a government that will not only stand the test of time, but also one that affords its people a good life for generations to come. Recognizing that this goal is very similar to that of the men who wrote the American Constitution in 1787, and that despite all the revolutionary features of that document, even it hasn’t performed the way that many of us would like in today's world. So, we need to write something different that takes the good contained in the American Constitution and makes it even better.
Here’s my idea for the new CyberRepublic government. Tell me what you think.
Legislature - I’d have a unicameral congress - call it “CyberCongress” maybe? Unlike the American Congress, which elects its Representatives and Senators geographically, their would be no locational representation in the legislature. Instead, everybody would have the option to vote for any candidate. The catch? The amount of power in Congress each lawmaker would have would be proportional to the amount of the vote they got in the prior election.
Executive - As with under the American system, we’d have one President with veto power that can be overridden by ⅔ of the voting power in the legislature. As with today, he’d nominate Supreme Court Justices and other officials, subject to ⅔ of the legislative voting power concurring. However, the manner in which the President would be elected would be a little different. Each CyberCitizen would recieve 100 votes - and the ability to distribute them in any manner they wish. The Candidate with the most votes wins. This is to protect against some situations we’ve seen in the US where minor party candidates cause a major party to lose votes.
Judicial -essentially the same as under the American system - any suggestions?
